IGUA is the sole representative of large industrial gas user interests among a sea of other intervenors at the Régie de l’énergie, Ontario Energy Board, and the Canadian Energy Regulator. Using quasi-judicial procedures, economic regulators base their decisions solely on the evidence submitted by intervening parties. Without IGUA, large gas users would have no voice in regulatory proceedings, and decisions will be made lacking the industrial viewpoint.
IGUA has top-notch regulatory teams in Ontario, Quebec, and Alberta, who prevent unchecked toll increases and keep natural gas rates as competitive as possible for industry.
Regulatory Team
Nazim Sebaa
Nazim is a consultant, for the Industrial Gas Users Association, specializing in energy economics and regulation and represents the interests of IGUA’s members in front of the Régie de l'énergie du Québec as well as with government institutions. Nazim has close to 15 years of experience in both consulting and project management, in the fields of energy economics and regulation and in issues related to climate change and energy management. Nazim holds a Master's degree in economics.
Anthony Vachon
Anthony Vachon is a regulatory analyst for IGUA and will support regulatory interventions with the Régie de l'énergie du Québec. He developed his critical thinking skills and intellectual curiosity during his studies by working for a government agency and a Canadian company specialized in the field of finance. His various experiences have allowed him to improve his analytical and communication skills. Anthony holds a Bachelor's degree in Economics from the University of Sherbrooke and is completing his Master's degree in Applied Economics at HEC Montréal.
Rosa Twyman
Rosa is the Legal Services and Business Director at Regulatory Law Chambers (“RLC”), a Calgary based boutique law firm, specializing in energy and utility regulated matters. Rosa completed the University of Queen’s EMBA program, graduating in May 2018. With an EMBA, close to 20 years of experience in the energy regulatory industry, and 12 years’ experience as a business owner, Rosa brings a unique business focus to all of the legal matters she works on. Rosa cares about achieving her clients’ business goals consistent with the public interest and uses that to guide legal strategy development and execution. Rosa grew up in South Africa and was admitted to the South African Bar in 1997 starting her legal career as a defense counsel in the South African criminal courts. Rosa moved to Calgary in 1999 and was admitted to the Alberta Bar in 2000. Since 2001, Rosa has exclusively practiced law in the energy industry, first as commercial oil and gas litigation counsel, and then specializing as an energy regulatory lawyer in oil, gas, electricity and water utility matters. In addition to Rosa’s regulatory hearing experience, Rosa has acted as counsel in contested court applications, trials, appeals and Supreme Court of Canada matters, including being counsel on leading upstream oil and gas issues.
Ian Mondrow
Ian Mondrow is a Partner, in Gowling WLG’s Toronto office, in the area of energy regulation and policy. For 3 decades Ian has been engaged in natural gas and electricity regulatory policy and processes, rates and tariffs, facilities and compliance and licensing matters. Ian has represented electricity generators, transmitters and distributors, energy retailers, energy services providers, electrical contractors, and natural gas and electricity consumers in various regulatory forums and has advised governments and regulatory agencies on energy regulatory policy and practices. Prior to joining Gowling WLG, Ian practiced at a prominent national firm, served as special advisor to the chair of the Ontario Energy Board, and was vice-president, government and regulatory affairs with a major integrated energy retail and solutions company.
Paule Hamelin
Paule Hamelin is a partner in Gowling WLG's Montréal office. Paule’s practice focuses on regulatory law in the energy sector, oil & gas, civil and commercial litigation. In energy regulatory law, Paule has been involved in some key cases before the Québec Regulator, the Régie de l’Énergie, over many years, namely starting in the petroleum sector and later on in the electricity sector in relation to transmission and distribution matters, reliability and investment cases as well as complaint files and for various types of clients such as petroleum companies, transmission point to point clients, municipalities and association of domestic clients. She now also acts in the gas sector being involved in the yearly supply plan and rate cases, RNG and cost allocation files. Paule is ranked Band 1 in the Chambers, Energy regulatory: Québec guide. She is also ranked as Lawyer of the Year in the Best Lawyers in Canada guide 2018 and as Best lawyers in this field for many years. Paule is also involved in the areas of compliance law, consumer protection law, marketing and advertising law and privacy law. An important portion of her practice is also devoted to class actions. She has appeared as counsel before Federal and Provincial courts as well as administrative tribunals and has represented clients in mediation (ADR). Paule practices law in English and French.
